You want to minimize the distance between the counters and the table so that the waiters will take minimal time in delivering the customers’ dishes. Wile this will work fairly well, there is a way for the dishes to be instantly served as soon as the waiter picks them up from the counter.
Use the counters (and stoves if necessary) to pin your waiters into a corner so that they can easily access the counters but not get to the tables. When the waiter picks the dish up from the counter, it will instantly appear on the appropriate table.

Just do it, it works.
If somehow your waiter is on the wrong side there are two things to try:
1. Fire your waiter and hire another one
2. Click the customise chair and then the green tick. This will rearrange the game and hopefully your waiter will have fallen for your sneaky trap!

When I do this, exactly like the picture there, it always sends the waiter to the counter but it only serves one or two people instantly and then does nothing…

@Alex You may need to play around with how your tables are set up. Some configurations will not allow the waiter to serve the customer.

this doesnt seem to work anymore. will only serve the first few customers then do nothing. tables arent blocked.

@Viking - Try rotating your counters to where the opening at the bottom is facing your waitresses. I had the same problem until I did this. Hope it helps.
