You want to minimize the distance between the counters and the table so that the waiters will take minimal time in delivering the customers’ dishes. Wile this will work fairly well, there is a way for the dishes to be instantly served as soon as the waiter picks them up from the counter.
Use the counters (and stoves if necessary) to pin your waiters into a corner so that they can easily access the counters but not get to the tables. When the waiter picks the dish up from the counter, it will instantly appear on the appropriate table.
